His legal career includes contract review, business entity formations, negotiations, commercial litigation,, commercial and residential transactions and strategic business planning.
Scott has a history of ethical leadership and was selected as Chairman of the PA House Ethics Committee. In the legislature he received seven (7) awards as Legislator of the Year from various groups resulting from his effective advocacy. As vice-chairman of the Appropriations Committee, he demonstrated his ability to work with peers to create responsible state budgets.
During his tenure with PPA, a new management prospective was adopted empowering employees to innovate efficiencies in all divisions. The organization received numerous accolades- premiere status of several facilities, highly accredited twice and Organization of the Year in 2020. The procurement department received accreditation from the National Institute of Government Procurement . Numerous marketing awards recognizing the importance of customer service and convenience were received. Transparency of contracts and financial matters were enhanced. A highly successful mobile payment system was implemented along with user- friendly kiosks. Scott also oversaw the implementation of a speed camera pilot program , the reconstitution of a red light camera program to encourage the development of more intersections and the procurement of new revenue control equipment. for Off Street facilities. Scott successfully lead the organization through the pandemic safely rapidly returning the workforce to full time status and a rapid recovery of revenue streams within all business units without layoffs or loss of pay to employees. The organization was recognized by Government Technology magazine with the Innovation Technology award for this effort.
Scott led the transition of several new technologies including the deployment of a new ticketing and enforcement system to a new vendor and successfully transferring 30 years of data to a new platform. The system includes virtual permits, adjudication, integration with mobile payments, kiosks, booting and towing performed internally, connections to red light and speed camera violation enforcement along with noticing, scheduling of hearings and appeals, and collections. Creating a new internal collection department saved millions of dollars.
